If your rice is to sticky use less water. So when a recipe calls for 4 cups of water I go with 3.5 or just a bit more. You can always add more water afterwards and get it more tender, but once its sticky thats what it is.
So for this rice, Vigo, Yellow Saffron Rice, the directions call for the following:
In a large saucepan with tight fitting lid, bring 4 cups of water to a boil.
Add 4 T of olive oil or butter (I cut this in half) then one package of Vigo Yellow Rice, stirring while boiling for one minute.
Cover saucepan tightly reduce heat to a simmer (I have an electric stove set #2) for 20 minutes and serve. * What you want to do is not serve, remove the rice from the heat and allow to rest with the lid on for 30 minutes, this will finish the rice and it will be spot on.
As I said before if you added not enough water the rice may still be a bit hard, you can add some additional water and microwave or put back on the burner, but once the rice is soggy..... it is.

The option is to buy a rice cooker, but really I have found less water and less oil makes good rice.
This works for Spanish rice or even Basmati Rice.
