Help ASAP

Put on some country style ribs from Sam's, large cut about 2x2x12". Anyways got smoker up and rolling, about 3 hours in IT reached 163' held for a short,period and than starting dropping, down to 158' now. It is cold outside 19'. Ribs were brined and large water pan next to box. Is temp drop normal?
 
What temperature is it set at?  Also, is it possible that not enough "juice" is coming out of the plug? I was smoking a prime rib once and it seemed to be taking forever... turned out that someone had hit a pole about a mile from my house, and while the power company had done a temporary fix (it was New Year's Eve), the line was not delivering full power. The next time I used it, it worked perfectly.

I have used my #2 in sub-zero weather successfully (not fun, but it was successful.  Makes you appreciate the Set-it-and-forget-it nature of these smokers), so ambient temperature is not the issue. maybe someone else with a greater understanding of electrical engineering than I have can help you more.

Temp set at 225, I was think it had something to do the stall. Was waiting to see if it was going to start climbing again.outlet at 120 volts
 
Sounds fine, how did they turn out?

If they had bones in them, you are doing basically a butt which needs time to get done. 



 
Turned out good, top rack a little dry( smaller size cuts) lower rack was moist, they were catching drippings from top rack. I turn up smoker to 250, might be why top rack was little dry. But fall apart tender and good taste.
Still very good eats.
