I found spices with no shipping.

I did a lot of searching for spices to make my rubs and brine and find that the shipping cost is more than the spice most of the time.
I just today found this online store that has free shipping on all orders.

I have used them for years without any problems. Their Maharajah Style Curry is very good if you are into that sort of thing.

It is best to buy whole unground spices and grind what you need for each recipe. The spices stay fresh much longer in their whole form. You can use a cheap coffee grinder or spend a little more on a better one.
